And what sense does this make?  This sounds more like an overzealous prosecutor.  One that's hell bent to pile on whatever charges are possible in order to guarantee some form of guitly verdict.  Of course without having the rest of the details one can't comment effectively.
 
A woman near where I live was recently indicted for causing the death of a
viable fetus, for example. She ran a stop sign, causing a car accident that
resulted in her pregnancy terminating abruptly with the death of the fetus.
