I guess the problem is that most developer don't know how it feel to code in an outliner. If they did, I have no doubt that there would be several products that allow it.
Like Jim I asked to Omni folks to implement it, but with no better luck than him, obviously. Maybe we should ask Bare Bones to add it to BBEdit.
