Perhaps I did something bad on the install of mysql, but if the perl installer is having trouble finding mysql_config, you need to edit the line in Makefile.PL

open(PIPE, "mysql_config --$param |");

to say

open(PIPE, "/usr/local/mysql/bin/mysql_config --$param |");

If you don't do this make may have trouble finding mysql.h....
