Not sure if the following is a bug or a feature but I note that BBEdit
(and Mailsmith) and your wrap functions give different results as
follows:

BBEdit's wrap to a line length of 72:
Jryy, perqvg jurer perqvg'f qhr Naqerj...gung vf n tbbq znexvat fpurzr
naq V sbe bar jbhyqag pbzcynva vs gung bar jrer vzcyrzragrq (be bar
gung vf fvzvyne).

stringWrapQuoted wrap to a line length of 72:
Jryy, perqvg jurer perqvg'f qhr Naqerj...gung vf n tbbq znexvat fpurzr
naq V sbe bar jbhyqag pbzcynva vs gung bar jrer vzcyrzragrq (be bar gung
vf fvzvyne).

stringWrap wrap to a line length of 72:
Jryy, perqvg jurer perqvg'f qhr Naqerj...gung vf n tbbq znexvat fpurzr
naq V sbe bar jbhyqag pbzcynva vs gung bar jrer vzcyrzragrq (be bar gung
vf fvzvyne).

Mailsmith's wrap to a line length of 72:
Jryy, perqvg jurer perqvg'f qhr Naqerj...gung vf n tbbq znexvat fpurzr
naq V sbe bar jbhyqag pbzcynva vs gung bar jrer vzcyrzragrq (be bar
gung vf fvzvyne).
