It's a whole lot easier ("orders of magnitude," as one might say) to draw people into long conversations and planning sessions about a project -- everyone wants to help organize and debate -- than it is to draw people into actually working on that project.
I wish I could say it surprises me that so many people will put so much effort to express their opinions on just exactly how something should be done, but then will put no effort into actually doing that something.
Nobody in particular. I think it's part of human nature.
